PRESIDENT SUPERSEDED (Received February 18, 6.5 p.m.) LENINGRAD, Feb. 17 Owing to I. F. Kodatsky's flippant attitude toward his work and the serious defects of his organisation, he has been superseded by Yassili Skestakoff as president of the Leningrad Soviet.
