REORGANISATION PLAN
GOVERNMENT DEPARTMENTS WIDER POWERS FOR PRESIDENT WASHINGTON, Jan. 13 In a special message to Congress President Roosevelt has asked it to enact the Government's plan for departmental reorganisation. By this plan the President's powers over administrative affairs would be extended, new Ministries of Social Welfare and Public Works would he created, and the merit system, making possible worth-while careers in the Government's 'service, would lie extended. The President for himself asked for six personal executive assistants to take over much of the administrative work at present on his shoulders.
