MR. ANDREW MELLON'S OFFER GALLERY AT WASHINGTON (Recoivrd January 3, fi.3o p.m.) WASHINGTON, Jan. 2 President Roosevelt announces that the former Secretary of the 'J reasurv, Mr. Andrew Mellon, has offered to donate his famous art collection, valued at 19,000,000 dollars, to become the nucleus of a National Gallery of Art to he established near the Smithsonian Institution. The offer was made in the hope of making Washington a rival of Paris in regard to the art treasures of the capital. Mr. Mellon also offered to erect a building at a cost of 9,000,000 dollars to house the gallery, and to provide an endowment fund. ITe urged other citizens to make art donations. The President has thanked Mr. Mellon and promised to submit the matter to Congress.
