Duff Cooper, Secretary of State for War, published in the periodical Home and Empire. The Minister emphasises that the enlistment of only 5 per cent of Britain's able-bodied men is required in order to solve the recruiting problem. He says the voluntary system must justify itself in face of the challenge from the conscript nations. "L rannot too strongly emphasise," says Mr. Duff Cooper, 'tliat, under <he system on trial, recruiting is so tinsatisfactory that it will break down unless there is a large and immediate improvement."
