Duff Cooper, Secretary of State for War, published in the periodical Home and Empire. The Minister emphasises that the enlistment of only 5 per cent of Britain's able-bodied men is required in order to solve the recruiting problem. He says the voluntary system must justify itself in face of the challenge from the conscript nations.
