GERMAN ENGINEER BERLIN AGENCY'S STORY (Received November 22, 5.5 p.m.) BERLIN, Nov. 21 An official news agency announces that Germany has protested to Moscow regarding the arrest of a German engineer, Hans Wicklein. It adds that Wicklein was given some drawings of military guns by a Russian engineer who asked his advice. The police arrived a quarter of an hour later and Wicklein voluntarily surrendered the drawings. The police searched the house and discovered typed sheets alleged to be descriptions of a gun factory, but Wicklein was not aware of their presence in the house.
