The President said that the ;v. forms he had instituted had actually prevented a decline into that state which was fostered by the Republi cans' policies. "Conditions congenial to Communism were bred and fostered throughout the nation until the Democrats ass.umed their functions in 1933," said Mr. Roosevelt.
