AIDING INDUSTRY.

PROVISIONS IN BILL EMPLOYMENT PROMOTION GOVERNMENT'S OBJECTIVE [BY TELEGRAPH —SPECIAL REPORTER] WELLINGTON, Friday The development of public works and other State activities was not the beginning and end of the Government's plans for providing employment for the work less, said the Prime Minister, Mr. Savage, yesterday. Of equal importance was its definite aim to encourage and assist industry in New Zealand to the extent, if necessary, of aiding in the development or new industries.

As indicated some months ago it was the Government's intention to establish a special Bureau of Industries to organise and survey the necessary procedure for expansion of industrial development in every direction. The Minister of Industries and Commerce, Hon. 1). G. Sullivan, would bring down a bill embodying these suggestions later in the session.

Although Mr. Savage did not mention details of procedure, a perusal of the Employment Promotion Bill, introduced in the House of Representatives on Wednesday, shows tha,t provision can be made for close co-operation between the re-organised Labour Department, which will handle all employment funds, the Public Works Department and the new Bureau of Industry. There is provision in the bill, as there was in the Unemployment Act now being repealed, for financial assistance to be given to public works projects, works undertaken bv local bodies and for the development of industry.

Policy statements made from time to time by the Minister of Employment, Hon. H.T. Armstrong, indicate that the Government will not be concerned so much with the providing of relief out of the employment fund, although such relief will be granted in a measure to be determined and without statutory limits. Tho main objective, according to Mr. Armstrong, will be the positive one of replacing men permanently in gainful occupations.
