RATIFICATION OF PACT FRENCH CHAMBER'S ACTION MOSCOW, Feb. 28 Russia is jubilant over the ratification of the Franco-Soviet pact by the French Chamber of Deputies. The newspaper lzvestia states that Germany's allegations- of encirclement are merely an attempt to prepare for an advance of the German aggressive policy. The Soviet, like France, desires to live at peace witli Germany and does not intend to resist reasonable German demands for the consolidation of peace in Europe. It is more than ever essential to preserve peace in the Far East, and the French Chamber's ratification of the pact will show that Germany's threats do not scare anvone.
