ATTITUDE OF ITALY THE EUROPEAN SITUATION British Wireless RUGBY, Feb. 28 The difficulties of procedure raised by the Italian delegation to the London Naval Conference, as a result of which, as well as of certain technical difficulties, Italy was not for the present ready to sign a naval agreement, are understood by the newspapers to refer mainly to the Italian objection to actual signature while the present political situation in Europe persists. This objection dyes not apply to continuance of the process of drafting a now agreement.
