JAPAN IN PACIFIC
FORTIFICATION QUESTION - \ EXPIRY OF RESTRICTIONS Times Cable LONDON, Jan. 16 The Tokio correspondent of the Times states that the only unexpected note in to-day's Ministerial statements was a comment by General Kawashima, a member of the Supreme War Council, to the effect that the expiry of restrictions on fortifications in the Pacific would increase the army's responsibilities for*national defence. Admiral Osumi, Minister of Marine, ignored the possibilities of competition or Pacific "fortifications, and said the navy felt that its responsibilities had been doubled and it would redouble its efforts. Peace would result from respecting the principle of non-menace and nonaggression. The nation must realise its mission as a sea Empire. Internally it must increase its national power and externally it must uphold the national prestige, taking responsibility for peace in the Far East.
Admiral Osumi has summoned fleet and base commanders to a conference on January 20.
