NIAGARA HELD UP
PEACE EFFORTS FAIL MEN REFUSE A CREW CANCELLATION OF SAILING POSSIBLE DEVELOPMENTS Dy Tolecraph—Press Association— Copyright (Received October 15, 9.35 p.m.) SYDNEY. Oct. 15 A deadlock has been reached in the dispute concerning tho liner Niagara. At a meeting of seamen to-day tho men rejected a proposal emanating from local officials recommending them to return to work in accordance with the suggestion of Mi. Justice Dethridge. The mooting, which was dominated by a militant majority, reaffirmed the decision not to man tho Niagara until the Union Company provided a guarantee that only labour recognised by the Vancouver strike committee would be employed at that port, that tho ship would not be placed on Canadian articles and that tho crew would bo repatriated should trouble occur. It is believed that a delegate representing American seamen was present and undertook to convey to-day's resolution to his colleagues. The Union Company announces that the departure of tho Niagara has been postponed indefinitely. Instructions are being awaited from Wellington as to whether the liner shall bo laid up permanently or taken to Vancouver by a volunteer crew. The cooks and stewards on tho Niagara will bo paid off late to-day or early to-morrow. It .is expected that the dispute will spread to other ocean-going vessels tomorrow. The Seamen's Union in Sydney now is in communication with the Vancouver striko committee on the subject of the latest developments.
