NEW CABINET FORMED PARLIAMENT'S MINOR ROLE WARSAW, Oct. 14 A Ministry headed by M. Zyndram Koscialkowski, has displaced Colonel Slawek's Cabinet. This marks the end of the political reorganisation of Poland, whereby a Parliamentary democracy based on the French pattern was succeeded by a strong central executive, with absolute power in the hands of the President, M.
