Sykes, son of Mr. 6. R. Sykos, M.P. for Masterton, haa taken the degree of doctor of philosophy at King's College, London. During the past 12 months Mr. Sykes hag been 1 lecturer in science at King's College, . Mr. C. J. Atkin, of the Treasury Department, has been appointed secretary of the Local Government Loans Board in place of Mr. F. E. Mitchell, who has resigned -to take up a position wtth the Mortgage Corporation of New Zealand. Dr. Sydney A. Smith, dean of the faculty of medicine and regius professor of forensic medicine at the University of Edinburgh, will reach AucS" land by the Mariposa this morning. Dr. Smith is a native of New Zealand and is recognised as one of the world 1 ! most prominent authorities on medical jurisprudence. After spending three weeks in New Zealand he will go to Melbourne to attend the annual conference of the British Medical Association in September. '
