PARLIAMENT OPENED MELBOURNE. March 21 The Victorian Parliament was opened to-day. The Governor's Address mentioned the Government's intention to maintain the principles of sound finance and to introduce legislation immediately for the relief of primary producers; also to continue the policy of enabling private industry to reabsorb employees.
