Thousands 1 of life-savers have prevented frenzied devotees from drowning themselves in order to attain reincarnation. Millionis of Hindus throughout India are celebrating the festival which occurs when the moon is in conjunction with the sun and Capricorn. The authorities have taken special precautions to avert a disaster similar to that which marked the last observance in 1908, when overcrowding led to epidemics of plague and cholera.
