WORLD PEACE HOPES
MR. HENDERSON'S VIEWS CREATING COMMONWEALTH OSLO, Dec, 11 Mr. Arthur Henderson, the recipient of one of the Nobel Peace Prizes, in the course of a public address urging the creation of a world commonwealth as the only alternative to war, expressed the opinion that war may forever be ruled out between the British Empire, the United States and the surviving European democracies, also Russia, whose international policy is devoted to peace.
