JAPAN'S NEW SCHEME * GLOBAL TONNAGE WANTED LONDON, Oct. 17 In an interview to-day Bear-Admiral Yamamoto, who has arrived in London to represent Japan J at the preliminary naval parleys, says his Government will present a " cut and dried " plan for substituting global tonnage for the ratio system. The plan was based on the idea that all the countries concerned should enjoy equal rights. Also this would ensure national security, as each country would possess the minimum of armaments to suffice for its defence without menacing other nations, irrespective of the length of lines of communications or coastline. Japan did not welcome the strengthening of the Singapore naval base, but was not unduly anxious because Britain was within her national rights in doing so. Japan regarded the British Empire as a unity of such wealth that no country could menace her safety.
