TARIFF BARRIERS
MR. HULL'S CRITICISM NEGOTIATIONS IMPERILLED (Received October IS, 5.5 p.m.) WASHINGTON, Oct. 17 The Secretary of State, Mr. Cordell Hull, to-day criticised unnamed nations which lie said were indulging in the indefensible practice of raising tariff barriers just before entering into international negotiations to lower them. Bringing the case down to the network of reciprocal trade agreements now being framed by the United States Mr. Hull asserted that such seeking of bargaining advantages would imperil any negotiations.
