MORTGAGE PROPOSALS MUCH PREPARATION AHEAD PROCEDURE STILL UNCERTAIN [BY TELEGRAPH —SFECIAL REPORTER] WELLINGTON, Friday Whether the Government will be in a position to bring down legislation establishing a National Mortgage Corporation before the House adjourns in a few weeks or whether nuch legislation will be postponed until February is still uncertain. The problem of relieving; farmers of some of the burden of indebtedness' and of making working capital available for them is closely wrapped up in the dairy industry problem, and until the Dairy Commission has presented its full report and recommendations, the Government cannot go ahead definitely with the legislation. The length of the present session, therefore, depends to a great extent on the time and nature of the commission's report. The commission is expected to complete its work by October 15, but not much before that, and although the Government is working on skeleton legislation based on an interim private report,, it hss not yet decided its legislative course of action. Possibly a bill with the principal object of reconstituting the Dairy Board will be brought down before the House adjourns. On the other hand, it is quite possible that the whole of the dairy rehabilitation legislation will be deferred until early next year.

A suggestion that the Cabinet hrvl been giving close consideration to the advisability of issuing bonds to farmers at a rate of interest not exceeding 3 per cent was referred to the Minister of Finance, Mr. Coates, to-night. He said t.'tiab had not been considered. It looked like a proposal inspired by an advocate of that scheme.

WAIXATO FARMERS' VIEWS resolution of protest [FROM OUR OUN HAMILTON, Friday Strong views regarding State control of industry were expressed at a meeting of the Wiikato suit-provincial executive of the Farmers' Union today, when the proposed new dairy board was being; discussed. Boyd the following motion was; carried: —"That this meeting vienrs with gravci alarm and apprehension the recent press statements giving forecasts of the Dairy Commission's report, and warns the Government that any attempt to give legislative sanction to disband the Dairy Produce Board and Interfere with, the rights and liberties of dairyfarmers and subjugate their interests to State control and domination will be resisted by *ll known constitutional means and every effort will be made to restore and maintain the principles of liberty, equity and justice."

HANDLING OF BY-PRO DUCTS BOARD CONTROL URGED ' , [By TELEGRAPH-—PB,ESS ASSOCIATION'] PALMERSTON NORTH, Fridny A nweting of delegates representing dairy fßctory organisations of Hawke's Bay, Bush Country, Wairarapa, Taranaki, Manawatu and West Coasrt districts of the Farriers' Union, the New ISealand Pig Marketing Association, and the Dominion > Producers' Association carried by a large majority the following resolution:— "This meeting iis of opinion that the handling of the whole dairy industry's by-products ishouli be in the Lands of the Dairy Produce Boird." Several speakers complained that tho Dairy Board had noli been given the opportunity of expressing its desires before Mr. David Jones, chairman of the Meat Board, ssiiled ifoi: England to negotiate regarding the meat question. The view was expressed that the dairy industiy miight be overlooked in the meat negotiations, also that the restriction of bobby calf exports would seriously affect dairj-men. A deputation iil to Ibe set up to lay the views of thei mooting before the Government. The South Island Dairy Association is to be aisked for its support.
