FULL POWERS GRANTED COMPLETENESS OF RULE LONDON, July 20 The Brussels correspondent of the Daily Mail states that for the next six months King Leopold will direct the financial, economic and social life of Belgium, and govern on his Ministers' advice by decree. There has been some misgiving at the granting of these powers, but it is felt that the defeat of the Government at the present juncture would add to the existing confusion.
