GERMANS RESIGN

PARLIAMENTARY DEADLOCK NORTH-WEST AFRICA ' CAPETOWN. May 18 A message from Windhoek, South West Africa, states that when Parliament assembled to-day all the German members walked out after submitting ;i memorandum stating that a one-man Government was the only solution of the present political deadlock. The Germans' action followed the failure of a conference between the U'liited and German parties to reach an agreement to co-operate in the political and economic development of the mandated teritory.

Tho Germans' resignation did not hold up the work of the Assembly, but Parliament will not be able to pass legislation on constitutional matters owing, to the fact that a two-thirds majority will never bo available.
