The bill is an experimental one and Represents a new departure in British industrial legislation. It provides that if a joint application is made by organisations of employers and workers to the Minister of Labour, he must appoint a board .to consider the application and decide whether it is expedient that an order with respect to this agreement should be made. Such an order is to be a term of contract of employment.
