NEW ZEALAND CABLEGRAM MR. FORBES' EXPLANATION / (.Received April 1. 5.5 p.m.) LONDON. March 31 Following, upon the denial by the Dominions Secretary, Mr. J. H. Thomas, that New Zealand had offered a free tariff on British goods in return for free and unlimited entry of New Zealand products into Britain the Daily Express cabled to the Prime Minister of the Dominion, Mr. G. W. Forbes, asking if he could throw any light on the matter.. Thp Express received the following reply: "The cablegram sent by the ' New' Zealand Government apparently has bpen misunderstood. It referred to the . widespread belief on the part of the producers that a drastic reduction or removal of New Zealand's protective tariffs would ensure a continuance of unrestricted entry of New Zealand's primary products in to the United Kingdom. " The intention of the Government in sending the cablegram was to ascertain whether this was the case." Commenting on Mr. Forbes' reply the Express says: " if 'that is not an offer maybe you call it a proposition. So, will the British Government please saywhy it turned it down?"
