DEBTS TO AMERICANS PLAIN HINT TO THE SOVIET (Received November 12. 6.35 p.m.) WASHINGTON. Nov. 11 The conversations between President Roosevelt, tho Secretary of State, Mr. Oordcll Hull, and the Russian Envoy, M. Litvinoff, regarding the recognition of the Soviet by the United States have been prolonged owing to the Americans' insistence upon fairly substantial assurances from tho Soviet that the claims accumulated by Americans against the Moscow Government in the past 16 years will be settled.

The nature of the differences has not been made public. Apparently it does not constitute a serious impediment to ultimate recognition, but it makes the negotiations considerably more involved than M. Litvinoff expected. Perhaps it will force him to cancel his proposed return to Russia on Wednesday.
