Nov. 4 President Roosevelt and the British war debt negotiators concluded their conversations to-day. There is every indication that' no agreement vwas reached in regard to revision.

A final effort to stave off the termination of the discussions proved fruitless. Mr. Roosevelt went over the entire situation with the British Ambassador, Sir Ronakl Lindsay, and the chief economic adviser to the British Government, Sir Frederick Leith-Ross, after which it was learned that there are to be no more talks by the President with the British representatives and that an announcement will bo mado probably next week. No agreement was reached either in regard to the payment due from Britain on December 15 of 117,000,000 dollars or the balance of 66,000,000 dollars unpaid in June. The Secretary of State, Mr. Cordell Hull, stated yesterday that he might be able to announce soon whether the debt conversations had been narrowed to tlio question of the December payment instead of t<y that of a general final settlement.
