HARDSHIP CLAUSE INCLUDED

With the exception of an alteration in the name of the measure, an amendment to the clause defining the functions of the proposed Poultry Board and the inclusion of a hardship proviso in respect to the payment of the registration fee, the Poultry Puns Amendment BiJI, introduced and read a first time in the House of to-day, is identical with the Poultry Amendment Bill of last session. This bill was passed by the House, but was subsequently rejected by the Legislative Council by the expedient of refusing it a second reading until more information was available.

The bill is described as a measure to require the registration of poultry runs ustd for the production of eggs for sale and to provide moneys for the organisation and development of the poultry industry.

By a change in the title of the bill and a modification of the original functions of the board so that there will now be no control over marketing, it is contended that the alarm felt toward the original measure will be allayed. No provision was made in the original bill for the exemption from payment of the registration fee on the grounds of undue hardship. A proviso to this effect is inserted in the new bill, and the Poultry Board is authorised to grant exemption from the payment of the fee. The board can also grant exemption for any other cause deemed to be sufficient. A poultry run is deemed to be established when it is for tli6 purpose of producing eggs for sale.
