As explained in recent cablegrams, the President has invited employers to sign an agreement to put into effect a shorter working week and to pay wages not below a certain minimum. The agreement is part of a nation-wide plan to raise wages, create employment and thus increase purchasing power. Those signing the agreement are handed posters, badges and other advertising material, all illustrating "The Blue Eagle " and carrying the slogan'. " N.R.A. member. We do our part." The employer is to put these on his goods, in his windows and on his delivery vehicles. Consumers are also being invited to assist by signing the following agreement: —" I will co-operate in re-ein-plovment by supporting and patronising employers and workers who are members of the N.R.A." On joining, consumers will be given a membership button. If one store has a poster in its window and there is none in a store across the street selling similar goods, the President and the Administration expect people to buy from the firm which has signed the agreement and which has the designating mark to prove it.
