HITCH OVER CONFERENCE PERMISSION REFUSED JAPAN'S LEAD FOLLOWED By Telegraph—Press Association— Copyright (Received August 22, 8.15 p.m.) SHANGHAI, Aug. 22 An anti-war and anti-Imperialist conference, which was scheduled to meet in Shanghai next month, is facing opposition from all sides. European delegates, headed by Lord Marley, chief Labour Whip m the House of Lords, and including French and Belgian representatives, have arrived and been enthusiastically welcomed. The latest development was in Japan, where Lord Marley and Dr. Marteaux (Belgium) were refused permission to land and returned to Shanghai. Permission to hold the conference here has been refused so far by the authorities in the French concession and international settlement on ,the ground that the movement is Communistic in principle. The Chinese authorities also have ie» fused permission for the holding of tho' conference, therefore it appears that the delegations must meet outside China.
