STREET PROCESSIONS SCHEME OF NEW WORKS i A draft by-law in connection with the control of sttect processions was submitted by the city solicitor to the City Council' last evening. It was claimed by Mr. «T. W. Yarnall that it. jvas the intention of the council that the by-law should provide also for the granting. of'permits for street meetingsHe moved that the by-law be referred back to the- Legal - and By-laws Committee for revision, and this was ; In accordance with his notice of motion, Bloodworth moved that plans and estimates be prepared and application iuadb to 1 the Local Government Loans Board for sanction to raise money or credit for carrying out a number of •:improvement works at a total cost of £171,500, and that the whole proposal be referred to the Works Committee for consideration and report. This was carried.
An application by the owner of Colwill Chambers, at the corner of Mills Lane and Swanson Street, for permission to convert the building into a private hotel, with the necessary remodelling, was declined by the council on the recommendation of the engineer. Ho 6aid the most serious defect of tho proposal was the height of the building, with non-fireproof floors and partitions. The Parks Committee, reporting on a suggestion hv Mr. J. Sayegh that unemployed labour might be used for 'tree:planting and beautifieation of foreshore beaches and suitable park areas, recommended that the city engineer and superintendent of parks confer and furnish a report on this proposal.
