In addition to a licence tho licensing authority shall issue a vehicle authority and this must be carried on each goods service vehicle and be produced for inspection on demand by an authorised person. a Ihe regulations also make full provisions for recording licences, their renewal, revocation, suspension and surrender. 1 Dealing with appeals it is stipulated . that the Transport Appeal Board may ac- . cept such evidence as it thinks fit, wher tlier it would be legally admissable in f judicial proceedings or not. With the per- | mission of the board any party may be 1 represented by counsel or agent and the 1 board shall conduct its sittings in public. All unavoidable interruptions of goods * services which are likely to continue for 5 24 hours shall be promptly reported in I writing to tho appropriate licensing authI ority and shall bo publicly notified at - least once in a newspaper circulating in ! tho district covered by tho service. > Fees payable under the Act in respect ! of goods service licences shall be as follows : —Accompanying every application for a goods service licence: the sum of £2 in respect of each vehicle authority ' applied for in an application for a continuous goods service licence; £1 in respect of each authority applied for in an application for a seasonal service licence; 2s 6d in re'spect of each vehicle authority applied for in a temporary service licence. On the issue of every continuous or seasonal goods service licence the sum of £1 in respect of each vehicle! authority to bo issued in connection with such goods service licence, reduced or increased respectively by 5s for each period of three' complete months by which the term of the licence is less or greater than 12 months; to which may be added if this fee is not paid within 21 days after tho issue) of the licence the sum of 10s. Every person owning or operating for hire a goods service, whether it is required to be licensed or not, shall carry on each vehicle a record of the' goods carried. TAX ON POWER KEROSENE OPERATION NEXT MONTH CHARGE ON MILEAGE BASIS [by TELEGRAPH—OWN correspondent] WELLINGTON, Wednesday Provision for taxation of road vehicles which are not using motor spirits on a mileage basis approximately equivalent to the petrol tax is contained in regulations issued to-day under the Finance Act passed by Parliament last sessiop. The principal vehicles affected are those using kerosene or heavy oil as fuel, those deriving power from steam and electricallydriven motor vehicles, including trackless trolley motor-buses. According to a statement made by the Minister of Transport, when legislation was before Parliament this form of taxation was estimated to yield £20,000 during the forthcoming financial year. The object of the legislation was to prevent loss of revenue through the conversion at a small cost' of petrol-driven vehicles to the use of other forms of power. The new form of taxation will come into effect next month, and ranges from 5s per 100 miles for class A vehicles to 13s 6d per 100 miles for classes P and Q, with proportionate taxation for fractional distances. Except with the permission of tho Minister of Transport no person after May 31, 1933, shall use any vehicles brought under the regulations unless there is fitted to it an accurate mileage recorder. This recorder may from time to time be inspected by officers authorised by the Commissioner of Transport who shall have full powers of inspection. An owner of a vehicle not used on a public highway during any month must make a declaration accordingly. Penalties not exceeding £lO are provided for persons who fail to comply with the regulations.
