Mr. H. J. Ivnight, tho secretary, said that licensing and control were regarded as an experiment. Tho Transport Department had discussed its proposals with the vehicle operators, and had modified various points in the draft regulations. Tho trial would provido data for amendments. If tho operations wero given a reasonable hearing, tho regulations should ultimately benefit goods carriers.
