CABLEGRAM CHARGES

ALTERATIONS ANNOUNCED Changes to take effect from April 1 next have been made in the charges and conditions 'governing the transmission of cablegrams. This action has resulted from the International Conference held in Madrid recently. Among other changes the system of week-end cable messages will be abolished and the charge for daily letter telegrams will be at the rate of onethird of the ordinary full rate a word, ■with a minimum charge equivalent to that for 25 words, including the address and signature. Alterations have been made aso in the conditions governing coded messages. . I ■
