Levien, S.M., at a farewell at Otahuhu yesterday to Sergeant A. E. Rowcll, who is retiring after -10 years' service. As an individual ho is clothed with the whole power of our authority, and tho entire forces of tho Emipro may bo exercised to execute a simple warrant initiated by tho ordinary constable.

"It is when ono realises tho vast strength behind tho police force and the officers' great responsibilities that ono cannot help appreciating tho tact and sense of fitness of things which actuate tho officers of tho force generally," said Mr. Levien.
