APPRECIATION OF SERVICES
"Wo arc sometimes inclined to forget tho simple theory of our laws which places the police force in the forefront of society," said Mr. F. 11. Levien, S.M., at a farewell at Otahuhu yesterday to Sergeant A. E. Rowcll, who is retiring after -10 years' service. "Tho principle is tho same in .cases generally," said Mr. Levien, "but it is only when, for instance, tho police forco brings a murderer to book that wo aro prone to appreciate the ultimate power in tho hands of the constable on point duty in the street. As an individual ho is clothed with the whole power of our authority, and tho entire forces of tho Emipro may bo exercised to execute a simple warrant initiated by tho ordinary constable.
"It is when ono realises tho vast strength behind tho police force and the officers' great responsibilities that ono cannot help appreciating tho tact and sense of fitness of things which actuate tho officers of tho force generally," said Mr. Levien.
