AMERICAN NAVY
PARITY WITH BRITAIN BALANCE OF POWER INVOLVED NEW YORK, July 29 Admiral William Pratt, formerly Chief of Operations in tho United States Navy, told a conference on the limitation of armaments at the Institute of Politics at Williamstovvn, Massachusetts, to day that naval parity with Britain would give the United States the balance of power in any war which threatened to become a world affair.
