PORTUGUESE REFUGEES. ALLOWED TO LEAVE TIMOR. (Received July" 19, 5.5 p.m.) SYDNEY, July 19. A message from Koepang, Timor Island, says the Dutch authorities have allowed the Portuguese refugees who escaped from Dilly to proceed to Java on their way to Europe.
