gj r> —From tho tono of many correspondents' letters there appears to be much misunderstanding over the proposed new legislation. Tho new bill at present before Pari.anient does not in reality sanction a reduction of 20 p?r cent, in all rents. What it actually says is that landlords are allowed as rent 7 per cent, o'f the capital cost of the property, plus allowance for rates, insurance and repairs. This will mean, of course, that in tho-vast majority of cases rents will remain as they arc, as very few landlords—if any—arc receiving 5 per cent., let alone 7 per cent. It seems a great pity that the "20 per cent." clause was inserted in Iho bill, merely to be conditioned by the "7 per cent." clause, which virtually cancels it—-at least, in respect of most houso property.
