EXCESS OF DEPARTURES. DRASTIC CHANGE IN POSITION* NEW YORK, Dec. 4. For the first time 6ince records have been kept, the stream of migration has started to flow from the United States rather than toward it. For the first ninemonths of this year the number leaving the country exceeded those entering by more than 22,000, according to the current bulletin of the National Industrial Conference Board.
