The decision of the magistrates at Brighton, England, that sandwiches supplied with liquor after 10 p.m. did not constitute a proper meal has aroused tne interest of hotel and restaurant keepers in London. . Sir Chart-res Biron. the chief metropolitan magistrate, has said that he could not hold that sandwiches are not a meal. " The whole question of ' What is a meal ?' is reopened by the Brighton decision," Mr. Burleigh, secretary of the Hotels and Association of Great Britain, said. " The decision is a surprising one." _ The chief constable of Brighton said that in his opinion when a person orders and is supplied with a meal at an approved licensed premises between 10 p.m. and 11 p.m. in the provinces he is entitled to obtain intoxicating liquor with it. '• The section of the Act," he added, " provides that a meal must be substantial refreshment, but I cannot define exactly what ' substantial refreshment' means.
