DEBTS OF GERMANY.
FEBRUARY OBLIGATIONS. DOUBT AS TO PAYMENT. (Received November 13. 32.45 a m.) LONDON. Nov. 12. The Daily Telegraph's City Editor says it is generally accepted that Germany will not be able, to meet her obligations on February 29, but the contingency was foreseen and does not, involve disaster to Europe, as the position will not be worse than in July.
