PROBLEMS OF AMERICA.
SEQUEL TO ECONOMIC CRISIS. DISCUSSION BY LEGION. (Hecc-ivcil September 24, 5.5 p.m.) NEW YORK, Sept. 23. The annual convention of the American Legion at Detroit to-day commended Mr. Hoover's war debt moratorium and urged that Congress should act upon the debt holiday promptly. A resolution was considered asking Congress to request the various States to hold a referendum on the modification of the prohibition Jaw. The legion .instructed its Legislative Committee to seek the passage of a law to prevent the 3,000,000 aliens, the estimated number of those who have illegally entered the country, from working or doing business in the United States. It is expected that the legion will approve to-morrow of a proposal which asks Mr. Hoover to declare a national emergency and appoint a non-partisan Council of National Defence, with war-time powers, "to end the unrest, indecision, and dissatisfaction iu the present economic crisis."-
