CONFERENCE TO BE HELD. Draft terms, the nature of which was not disclosed, upon which it was prepared to accept the amalgamation of Mount Eden, Mount Albert and Newmarket with Auckland City, were adopted by the City Council last evening for submission to representatives of the three borough councils concerned. A confidential report embodying a set of conditions was submitted by the Finance Committee, under whose direction it had been prepared. In moving that, the council go into committee to receive the report, the Mayor, Mr. G. W. Hutchison, explained that this course was necessary because the report, which was a complex and comprehensive document prepared after much trouble, contained figures and facts relating to the three suburban boroughs. It was considered not to be the City Council's place to publish these figures before representatives of the boroughs had had an opportunity of discussing them with the council or a committee of the council. Mr. E. J. Phelan asked whether the council had any mandate to accept the suburban districts by amalgamation. He said there seemed to be an impression that the council was prepared to accept them. That question should be decided at once, for if the council was not in favour of union it would be waste of time to discuss the report. The Mayor: This report was drawn up in terms of a recommendation from the council and embodies suggested terms on which the city will accept these districts. The council then went into committee. On resuming it was decided to confirm a resolution referring the report back to the Finance Committee, which was authorised representatives of the three suburban boroughs and to offer the terms of amalgamation contained in the document. The resolution, however, directed the committee to apply again to the council for directions should any variation of the terms be found necessary.
