MIGRATION TO DOMINIONS.
UNFAVOURABLE CONDITIONS. CAPACITIES FOR ABSORPTION.. [BY TELEGRAPH. —SPECIAL HE PORTER.] WELLINGTON, Tuesday. An interesting commentary upon British migration to the Dominions, is in the report on the Imperial Conference, which was tabled in the House to-day, and which contained the conclusions of a special committee on " overseas settlement. ■■ i Although recognising that conditions overseas were afc the moment unfavourable for migration, the committee expressed the view that inter-Impend migration should be governed by. the absorptive capacity of the country to Which settlers were going, and not- by the conditions in the country they were leaving. The absorptive capacity of the Dominions depended first upon the existence) of adequate markets, and secondly upon the inflow of capital for fresh; development. The reduced steamer fare fro® England to Canada was welcomed, but it was considered inadvisable to suggest a ; similar concession to Australia and Zealand. ' ■ On the other hand., voluntary organisations could assist- migration, although t committee stressed the desirability of such organisations working in conjunct - with and with the sanction of the ernments concerned.
