GERMAN CRISIS OVER.

THE EMERGENCY DECREE

TRADES UNIONS PLACATED

(Received June 17, 10.5 p.m.) BERLIN. June 17. The Bruening Cabinet remains in office and the crisis is regarded as over. The Chancellor has promised to discuss with the trades unions' representatives proposals for a more equitablo distribution of the burdens imposed by the emergency decree. The Bourse is firmer and most of the markets have recovered. The committee was to consider the Socialists' demand that the Budget Committee should bo summoned, which the Chancellor, Dr. Bruening, had also refused.
