Coincidently there comes a suggestion from Berlin that the German Ambassadors to France and Italy, who are now conferring with tho Chancellor, Dr. Bruening, after which they will return to their posts at Paris and Rome, should open negotiations for an all-round suspension of reparation payments until 1934-35 in the hope of averting in August a request for a Young plan moratorium. The latter contingency largely depends upon the result of the visit to Italy, of Mr. H. L. Stimson, United States Secretary of State.
