BYRD'S NEW PROPOSAL.
APPROACH FROM SOUTH AFRICA (Received March 10, 11.5 p.m.) NEW YORK, March 9. Rear-Admiral Richard Byrd announces that he is planning a second trip to the Antarctic. Ho proposes to approach the south Polar regions from South Africa.
