FRENCH PAPER'S COMMENT.
PROPAGANDA CONDEMNED. PARIS, Dec. 10. Le Temps says the Moscow trial prompts tho question, why do civilised nations maintain diplomatic relations with a Power which uses such methods of systematically abusing ordinary international regulations ? Experience had shown the Powers that relations with Russia only facilitated Bolshevik propaganda.
