In view of the British Government's ultimate responsibility for the protectoii of foreign lives and liberty in Egypt, and the danger to public order which bad manifested itself, it. had considered it necessary to hold strictly to account tho leaders of both parties in tho present constitutional conflict in Egypt. The Government's communication, by dealing in a practical manner with tho situation, was intended to mako this unmistakably dear.
