Mr. Spanhako presented the lloadg and Works Committee's estimates for tho coming year, which required a total of £3850. In moving that they be recommended to the Finance Committee for approval ho said his committee liad considered them carefully and thought that the amount asked for was fully justified. Messrs. iGoultl, Ross and McLean contended that the amount asked for could not be found unless the rates were raised by at least 2d in the pound, making them 12gd against as at present. It was nlso contended that at present it was not advisable to raise the rates and it was suggested that the estimates bo modified.
Mr. Spanhako said that unless the estimates as outlined by his report wero passed, practically all the work dono in tho past would be wasted. Mr. Gould, as chairman of the Finance Committeo, contended that the money could not be found and it was no use proceeding with tho estimates as presented.
After a good deal of argument, .in which several councillors joined, tho motion that tho committee's estimates be adoptod was put to the meeting and defeated by six votes to three. Mr. Spaphake then handed in his resignation and in spite of porsuasion by all other members, refusod to reconsider bis decision... . . An election to fill tho vacancy will take placo on April 16.
