RETURN NOT BANNED. NEW ACT IN REICHSTAG. BERLIN, March 18. The Defence of tho Republic Act was passed by the Reichstag to-day by 265 votes to 150. Tho measure is noteworthy because it omits the clause banning the return of tho cx-Kaiser to Germany. This provision last year failed to obtain a twothirds majority so it was not embodied in tho new bill. The Cabinet is of the opinion that, it is strong enough to protect itself against subversive -activities.
