BRITAIN TO SUPPORT ENTRY.

Tho former Minister at Kabul, Sir Francis Humphrys, will loave London today en route for Irak, where lie will take up his appointment' as High Commissioner in succession to the late Sir Gilbert Clayton.
On his way to Bagdad he will visit Cairo to moot the High Commissioner for Egypt, Sir Porcy, Loraine, and also Jerusalem, where ho will see Sir John Chancellor, High Commissioner for Palestine.
In a memorandum published to-day the Secretary of Stato for tho Colonies, Lord Passfiold, deals with British policy in Irak. Tho memorandum points out that under the treaty with Irak in 1927 tho British Government undertook to support the candidature of Irak for admission to the League of Nations in 1932, provided that tho present rate of progress in Irak was maintained and that all went well in tho meantime.
The qualifying words wore regarded in Irak with deep suspicion. As explanations and assurances proved of no avail, tho British Government, on the advice of Sir Gilbert Clayton, which agreed with that of his predecessor, Sir Henry Dobbs, decided to examine the possibility of dispensing altogether with the provision, and it was felt that the time had como when the British Government conld safely, and with a full sense of its responsibility toward the League, decide definitely to recommend Irak for membership in three year's time. Tho effect of this announcement upon the internal political situation in Irak was immediate. Distrust and suspicion gave place to mutual confidence and goodwill. Irak is anxious to co-operate with tho British Government in the solution of outstanding questions before 1932. The necessary steps will be taken to prepare a draft treaty to regulate the relations of Britain with Irate, which will bo framed on liberal lines and based generally upon tho recent proposals for a settlement with Egypt- __
